Vintage Fireman's Celebration Convention Pinback Button Ribbon Helmet Award

I am unsure of the era but believe it falls around the 30s-early 50s.  this pin is a great little piece of fire safety nostalgia.  the helmet hangs on an ornate brass eagle pin.  the item is very solid but does show ware and some age.   I believe this item was an award or part of a formal award.
I have limited knowledge of the item and using my estimations about the item from ebay research beyond that i have no further info.
it is really cool and for the right person in the know this is gonna set your collection off.
